Back during the 'Attitude' Era, Vince McMahon was far more open to pushing the proverbial envelope on what his company could get away with. At some point, Foley wanted to face old rival Terry Funk in an incredible 'Exploding Barbed Wire Match' on WWE Pay-Per-View. It's unclear which era the bout was pitched during, but it would have been a step further than the promotion had gone before regardless. In 2007, Foley and Funk were involved in a rivalry on WWE television, so maybe that's when the 'Hardcore Legend' discussed the possibility of the match with McMahon. Whether the match had taken place during the 'Attitude' Era or right before the 'PG' Era, it would have upped the ante for what fans could expect from brawl in WWE.
