Complete with his trusty 2x4, cross-eyed look and chants of both 'Hooooooo' and 'USA', Jim Duggan was a big fan favourite during the late-80's and into the 90's. When he lost the 'King' crown to Randy Savage in 1989, it was because Vince McMahon had bigger plans for him. According to Bruce Prichard, those plans were massive.

Savage's role was to make Duggan look like a star and play heel foil to a babyface McMahon reasoned could become the next Hulk Hogan. Over time though, Vince grew tired of the constant reliance from Duggan on his catchphrases and patriotic tropes, and Hacksaw's most famous characteristics ended up costing him a top push.

On his Something To Wrestle With show, Prichard said McMahon wanted Duggan to push outside his comfort zone and start trying different things. Jim just kept going back to the same routine, and that caused Vince to look at promoting other stars.
