7. X-Pac/Dolph Ziggler

Dolph Ziggler's reached this level where he's just good enough to be very competitive, but not necessarily seen by the company as a guy who can absolutely "win the big one" every time. However, where that's an issue for Ziggler, for a star like X-Pac, it's exactly how he made a name for himself throughout his entire career. Part of the issue with Ziggler is that in the late 2000s/early 2010s when WWE was attempting to locate new main eventers, the company pushed Ziggler as a heavyweight when in all reality he's far better off as X-Pac, the guy who Jim Ross always said "had more guts than brains." Ziggler as a gutsy underneath babyface who can contend for the big belts but not necessarily win them would be ideal. After 11 years in wrestling Dolph Ziggler's wrestled on all levels of WWE's card, but in being favorable positioned as the World Champion -- but likely being better as a perpetual runner up -- has been henpecked. Similarly, after 11 years in the wrestling business, X-Pac had been in the same position, but thankfully, in never quite reaching the pinnacle of the business, was able to truly excel in a major way as a mid-card stalwart who could be credibly pushed for more. Ideally, that's Ziggler's best role that he can't occupy.
