6. Ted DiBiase
Arguably one of the best heel characters WWE ever had and a WrestleMania headliner, the Million Dollar Man had just one world title shot, and that was expunged from the records. In terms of kayfabe, DiBiase didn’t win the belt - he was handed it by Andre The Giant who was working for him.
Even for wrestling, that’s taking the piss, and storyline-wise it was only just that DiBiase was stripped of the title and stricken from the record books as a champ. There’s got to be a line drawn somewhere, after all.
In terms of his contributions to the business, though, DiBiase would have been well worthy of a shot with the top prize. He is quite rightly a Hall of Famer, and has won just about everything else there is to win, but the grand prize eluded him throughout his career.
With his charisma, character, and in-ring ability (which admittedly was on the wane in WWE but still there), he could have put on a great programme with anyone on the card. His career was still great, but the gold would have tipped it over the edge.
