In a special two-for-one entry on the list, neither member of the two-time WWF Tag Team Champion Quebecers, Jacques Rougeau and Pierre Oullette, ever wrestled in the 30-man battle royal. The Quebecers did defend their Tag Team titles at the 1994 Royal Rumble, but neither man ever competed in the event's marquee match.

While Pierre Oullette spent a decent amount of time working for Vince McMahon, as a Quebecer in 1994 (and again in 1998) as well as the pirate Jean-Pierre LaFitte in 1995, it was Jacques Rougeau whom had the longer career of the two.

After wrestling with his brother Raymond as The Fabulous Rougeau Brothers, which included two Royal Rumble Pay-Per-View openers, Jacques adopted the gimmick of The Mountie in 1991. The Mountie actually entered the 1992 Royal Rumble as Intercontinental Champion, but famously lost the title to Rowdy Roddy Piper at the event. By the time 1992 ended, Jacques had left the company. He returned to tag with Oullette in mid '93 and, together, The Quebecers defeated Bret & Owen Hart at Royal Rumble '94.

Despite entering several Royal Rumble events as both Intercontinental and Tag Team Champion, Jacques Rougeau never appeared in the famous Royal Rumble match and neither did his former partner, Pierre.
