3. Andre The Giant
Andre The Giant was a routine battle royal winner in the 1980's when battle royals were a lot more common than they are now. Andre, as the largest member of the roster, was rarely sent over the top rope. The strategy used to combat Andre was usually for everyone else in the ring to simultaneously gang up on him to try and eliminate him. More often than not this was a futile exercise. Andre was simply too big and too strong to be eliminated. It's strange, then, that Andre never won a Royal Rumble match. Sure, Andre was so passed his physical peak that him bagging a World Title shot before his death in 1993 would have been farcical but he could have won the 1989 version, when the title shot wasn't up-for-grabs. Andre, in a cute moment, eliminated himself from that match so petrified was he of Jake Robert's snake Damien. It set a precedent for self-eliminations, a precedent that was ignored when Savage hurled himself over the top three years later. Royal Rumble win or not, Andre is still a WWE legend and has enough battle royal triumphs on his CV for it not to matter too much.
