Ethan Page is a natural fit for NXT. He's just goofy enough to fit in with the vibe, but can also be taken seriously as a threat to almost anyone on the roster. That is in part due to his career already being 18 years in the making.
Even though he just recently said at NXT Deadline that it's taken him all that time to climb to the mountain top and he still doesn't know what he's doing, his quick adaptability to the WWE methodology proves him otherwise. And that same adaptability will help him go to Raw or SmackDown and fit in just as nicely there, too.
It never hurts to have more heels, especially with a weasel villain character like Page, who can be as morally bankrupt and egotistical as the situation calls. He can be paired with a bodyguard to give purpose to someone like Omos, form a team with guys like The Miz or A-Town Down Under's Grayson Waller and Austin Theory, or even be a more comedic antagonist that babyfaces can bully around.
Just the same, his years of experience could also carry him higher up on the card, as he proved that he could immediately become the top champion after joining NXT and it didn't seem strange whatsoever.
