The Rock is the first name that comes to mind because the man was so gifted at doing promos. There's really nobody else like him from his schtick where he spoke in the third person to the barrage of catchphrases and the way that he interacted with the crowd was pretty special. How many wrestlers could play a guitar for 15 minutes and call it an entertaining promo? Probably nobody else except The Rock. Other names that come to mind are Steve Austin, Paul Heyman Ric Flair, Dusty Rhodes (not necessarily for WWE career), Roddy Piper, Chris Jericho, Shawn Michaels and WWE's Chairman himself, Vince McMahon. CM Punk is definitely in the discussion as well because he was easy to relate to and was usually at his best as a heel.
