For right now, yes, but if he cashes in and it's a great moment that leads to a significant title reign, then no. It all depends on what happens
if he wins the WWE Title. If he doesn't win the WWE Title then it's definitely a flop and a waste of time. When Sheamus won the Money in the Bank briefcase in June, people were surprised by it because he's not a guy that really needs it. He's already been the WWE/World Champion before. Normally that briefcase is for somebody on the rise, so when he won it people were confused. What's weird about the booking is that they really haven't booked him to be dominant and he hasn't even wrestled at every PPV like you might expect a top guy to do. Now he's in a team with Wade Barrett, which is fine, but do people see him as a WWE Champion? I don't think so. It's very possible that he'll be remembered as a failure as Mr. Money in the Bank. For right now it's probably not fair to use that label, but he's certainly heading in that direction.
