Terry Funk never held the Intercontinental Championship because, in his two major runs with WWE, he was never in position to.

Arriving in the company for the first time in 1985, he was an uncontrollable madman, beating on jobbers and ring announcers alike. 

He had several altercations and matches with the lovable Junkyard Dog (another Superstar who never held the IC title) and even wrestled Hulk Hogan on an edition of Saturday Night's Main Event. 

Though he was never an established main event star in Vince McMahon's territory, it always felt like he was a level above the title. perhaps that has to do with the star power he brought to the table as a multiple-time NWA world heavyweight champion. Whatever the case may be, a title run was not in his future.

When Funk returned to the company in 1998, he was already middle-aged, as evidenced by his nickname (erm, "Middle-Aged and Crazy"). He was also brought in strictly to work tag matches alongside Cactus Jack in a war with the cocky, arrogant New Age Outlaws.

Even when his team disbanded, he settled into a midcard role, teaming randomly with the likes of Bradshaw and 2 Cold Scorpio.

With The Rock and Triple H waging war over the Intercontinental Championship, there was no chance in hell Funk was even getting close to it. 

If he did, he had zero chance of beating either of those future industry giants, erasing any hope of a run with the gold.
