10 WWE Superstars You Won't Believe Never Held Intercontinental Title

Mick Foley is an interesting inclusion on this list because he is the one superstar who could have conceivably enjoyed a run with the Intercontinental Championship.

A competitor who straddled the line between main event and midcard, he was never on either side of the proverbial fence for long, moving up and down at will and filling whatever need Vince McMahon had on the card.

As Mankind, he was a deranged character who captured the attention of the fans from the moment he beat down The Undertaker in his first night under the WWE umbrella. 

After that program with The Phenom wrapped up, he was lost in the midcard, with no real plans in place for him. During that time, he wrestled the likes of Rocky Maivia, Henry Godwinn, Owen Hart and British Bulldog. 

When Maivia failed miserably to catch on early in his career, Mankind could easily been the one to relieve him of the IC title. That honour, though, was bestowed upon Hart.

Later in his career, after the first retirement, he engaged a young Randy Orton in a passionate and heated rivalry that concluded at Backlash 2004, in a Street Fight for the Intercontinental Championship. 

Not only did that match elevate the importance of the title, it was also the closest Foley would ever come to it.
