2. Hulk Hogan
Like Bruno Sammartino, Hulk Hogan arrived in WWE destined for enormous things.
A character that was developed and fleshed out in the AWA, under Verne Gagne, Hogan debuted for Vince McMahon and was ready to ascend to the top of the industry. He did, his feats and accomplishments well-documented by historians.
Few have ever left the mark he did in the industry, en route to six heavyweight championships with the company.
A legendary competitor even while his career was still in force, he was always at a position on the card significantly higher than that which would net him the IC title.
Even when he returned from WCW, he was still head and shoulders above the talent on the WWE roster at the time. There was no way he was going to be demoted to the point that he would battle a young Edge, William Regal or Test over a midcard title.
The only negative is that it keeps Hogan from ever joining the list of Triple Crown winners. A WWE and tag team champion, he held two of the three elite titles from his era.
Unfortunately, the IC title eluded him, for all of the right reasons, leaving him without that solitary recognition on his resume.
