1. The Undertaker
The Undertaker may have several world titles, tag team championship reigns and the most legendary streak in professional wrestling under his belt but one thing he does not is an Intercontinental Championship reign, though that will hardly affect his status as the greatest act that WWE has ever touted.
The Deadman won the WWE Championship within a year of debuting. While there was plenty of time and opportunity for Undertaker to compete for, and win, the IC title during the early-to-mid-1990s, he was always busy battling giants and the Million Dollar Corporation, keeping him out of the title picture for that period.
By the time the Attitude Era rolled around in late 1997, he was a bona fide main event star. His persona never really lent itself to a myriad of midcard matches against guys that were clearly beneath him on the totem pole.
While he could have won the title and enjoyed a brief reign in 1995, where there was a decided lack of credible contenders for the gold, it would not have served to better his position on the card in any measurable way.
Thus, Undertaker is the greatest Superstar in Vince McMahon's Universe to never hold the title and the one least affected by it.
