9. Apollo Crews - WWE Intercontinental Championship
One of WWE creative's most massive blunders this year was the handling of Apollo Crews. When 2016 started, the star seemed to be poised to ascend to the top of NXT, but after WrestleMania, he was quickly brought up to the main roster. It turned out the company had no real plans for him, and he ended up on the losing end of a couple of feuds.
Crews, more than just about anybody on the roster, should be the focus of a renewed push in 2017. It can't happen overnight, but there are smart ways to do it organically. For instance, maybe he can score a surprising elimination over Randy Orton in the Royal Rumble match, and that can lead to a singles program between the men with a WrestleMania blowoff. A win by Crews there would show that he's now a top player.
After that, there'd be nothing stopping him for making a run at the Intercontinental Title. He's already gotten a couple of shots at The Miz - and that can even play into the storyline - but this one will be the one that sticks.
