WWE's Saudi Arabian deal is worth too much money for them to not consider pushing Mansoor in 2020, particularly now that he has started appearing on television with greater regularity. Recent 205 Live and NXT appearances have seen him fell The Brian Kendrick and Shane Thorne. All signs point towards him moving into a consistent role, and there's plenty to like about that.

He was opposite a genuine pro-wrestling genius in Cesaro at Crown Jewel, but Mansoor has proven himself a great athlete and a well-rounded wrestler in general despite his relative lack of TV experience. Yes, he has a few rough edges (the facials remain a tad over the top, for one), but that's why he's in NXT and not on Raw or SmackDown. This is technically still developmental.

Regularly hailed as a homecoming hero in Saudi Arabia, Mansoor draws similar reactions to the legends that pepper shows like Crown Jewel. This is primarily why WWE are fast-tracking him. That makes sense: if Mansoor is to be a fixture, it's wise for the promotion to refine him as much as they can.
