2. Cesaro
The Wrestling Observer Newsletter has named Cesaro as its "most underrated wrestler" for the past four years running, which probably tells you all you need to know about how his career has gone since signing with WWE in 2011. It's not that he hasn't produced some stellar work - his current tag team run alongside Sheamus has been plenty fun - but you do feel he has an extra gear in him.
The problem isn't just that, between Tyson Kidd and Sheamus, he's been trapped in a tag team for much of his WWE run; after all, some of his best ROH moments came whilst paired alongside Chris Hero. It's also that his uniquely powerful and stiff in-ring style feels somewhat neutered - as though he's not allowed to outshine the company's real big men, whose move-sets are nowhere near as impressive.
