8. Bayley
Fans of Bayley may have been left disappointed by her treatment at WrestleMania 37, but in hindsight, we really should have seen it coming.
WWE have never been sure how to book Bayley, ever since she was called up from NXT back in 2016. Bayley's initial run on the main roster turned her into a hotter mess than Chelsea Green, as WWE's biggest babyface won her first title by cheating before proceeding to spend most of the next two years getting beaten down by Charlotte and Alexa Bliss.
WWE were obsessed with pushing Charlotte and Alexa Bliss at the time (and every time since then), and the uber-popular Bayley was sacrificed at the altar of the bionic blondes to get them their precious heel heat. Unfortunately, by portraying Bayley as a toothless underdog WWE killed off the fans' interest in her to the point where she needed to turn heel to salvage her career.
Which worked, and worked well! So WWE naturally rewarded Bayley for successfully reviving her career by... making her the retired Bellas' punching bag at the biggest PPV of the year.
To paraphrase Bayley's talk show, "Ding Dong, D'oh!"
