What about him? What about Raven? Scott Levy's finest creation was an iconic emblem for ECW in the 1990s, mostly thanks to his enduring rivalry with Tommy Dreamer. A complete reinvention despite the audience's comprehensive knowledge of his past, the gimmick was powerful enough to engage the smartest of marks.

Why They AREN'T In:

Levy has been the front face of a several lawsuits with WWE over royalties, talent welfare and other odds and sods since departing the organisation in 2002. It was enough to leave him out of every ECW tribute event they held, and is probably presently prohibitive here too.
