Why They SHOULD Be In:

A perennial fixture on any 'Most Underrated' list worth its bandwidth, William Regal was a brutal technician whose career's progress was only hindered by personal demons. Nonetheless, he was a midcard success for both WCW and WWE, a major influence on younger generations of wrestlers, and now, in retirement, he has forged a new role in talent development and recruitment.

Why They AREN'T In:

He was never a true WWE main-eventer, but Regal will almost certainly make his way into the HOF as soon as the company find a space for him.
