Why They SHOULD Be In:

Two legends of the head-dropping game, American meatheads Scott and Rick Steiner were very successful in Japan in the early '90s. This continued in both WWE and WCW, where they won multiple championship belts, and while Rick's singles career was nothing to shout about, Scott would become a key player for both latter-day WCW and TNA after going solo.

Why They AREN'T In:

Scott is one of the all-time great sh*t-talkers. He has never been shy of criticising the WWE hierarchy in general, or, more specifically, calling Stephanie McMahon a "c*nt."
