Why They SHOULD Be In:

If you could build a WWE Hall Of Famer from the ground up-yada yada yada. Randy Orton's done it all in kayfabe, and longevity and tenure has resulted in audiences recieving him as a legend the size of which he used to kill when first getting over. Post-2023 return from injury, he's as massive as his own arms. 

Why They AREN'T In:

It might not matter quite as much as it used to, but WWE have a weird issue with full-timers and/or in-ring regulars going in. Orton's a headline inductee as and when promotion and performer want it.
