Main eventing a pay per view is something that Charlotte has specifically said is her goal. If it was to happen, the opponent would have to be Sasha Banks. She's Charlotte's career defining feud and the two have their best matches with each other. WWE could be at least considering it, viewing it as a long term goal for the re-imagined division. The aim of WWE is to replicate the UFC / Rousey success, which is highlighted by Ronda main eventing pay per view shows. It would have been thought impossible five years ago that a woman could headline a UFC PPV and be one of the biggest draws in the company.
