Asked by @CursedWind21 This is a booking strategy that has been so over-used that it has been noticeable for years now. The heel will lose on Raw, then win on pay per view. It is most likely what is going to happen with Seth Rollins this month. The outdated logic is that it is meant to show that the heel is vulnerable, hence people buy the PPV to see if he'll lose. But fans are so wise to that booking strategy nowadays. It is just one example of how WWE booking has became set in its ways. Creative has little in the way of innovation, and it is what has made Raw so boring. Unpredictability and new concepts need introducing.
