6. Rusev

As strongly as Rusev was pushed upon debuting in WWE - he racked up a year-long undefeated streak and soon became United States Champion - it seemed like there was never any long-term plan for him. Eventually, the anti-American heel feuded with top babyface John Cena (who didn't need a rub from defeating him), was beaten, and tumbled down the card. Since losing to Cena (three times), Rusev has been involved in an unlikely love triangle with Lana and Summer Rae and a feud with Dolph Ziggler. Neither has done much for him - his monster heel character has only been weakened by adding a romantic element to his storylines, and he ended up on the losing end of his contests with Ziggler more often than not. Lately, Rusev's fortunes may have changed - for the worse. When TMZ reported that Rusev and estranged manager Lana had gotten engaged in real life, kayfabe was marginally broken, and WWE chose to punish "The Bulgarian Brute" for the infraction. He was emasculated by Summer Rae on television, and time will only tell when WWE will stop taking out their frustrations on him. Still, had the company had a better post-WrestleMania plan for Rusev, his engagement to Lana wouldn't have affected ongoing storylines.
