Say what you want about how Finn Balor has been booked since winning the Universal Championship back in 2016, but you can’t deny that WWE sees something in him.

Despite not racking up any title runs in 2018, Balor remained near the top of the card throughout the year. It certainly was frustrating at times, as he was often treated as the undersized underdog in feuds with Baron Corbin and Drew McIntyre.

But Balor remained booked in highly visible matches, closing out the year with a string of victories over Dolph Ziggler, Drew McIntyre and Jinder Mahal.

There’s always a chance that we could see Balor unleashed in 2019, and if so, his stock would climb in the overall ups/downs rankings. But if he’s still treading water in a year, then we’ll have to re-evaluate this position.
