The revived DX was a pair of merry pranksters, and this clip was one of their best gags. Vince is the king of overacting, and he's one of the best heels in wrestling history. This clip captures what made him so funny: his facial expressions, his abuse of his chauffeur, and his tempter tantrum after all is said and done.

And it was all delivered in an alpha, gravelly, that sounded both powerful and evil.
