Leaving whatever is going on with Thunder Rosa aside for a minute, Toni Storm is the easiest pick here based on what was set to happen prior to the interim belt's creation.

Storm was reportedly set to go over her ThunderStorm partner before the All Out pull-out. Barring a heel turn for one or the other, this could have led to continued hostilities with Britt Baker and/or Jamie Hayter, who weren't in the immediate Women's World Title program. This is nothing that cannot be continued while Rosa is on the shelf, as Toni can line up defences against both alpha-heels across the next few weeks.

This outcome means whatever storylines were planned for after All Out don't have to be written too drastically. Thus, Storm is logical.

Hayter would probably be more fun, though. Her triumph completely flips the dynamic of her relationship with Baker. Having been tethered to the good doctor for the duration of her AEW run, Jamie is unlikely to change her attitude too much should she end up on top, but Britt wouldn't cope well with being the second most successful person in her group.
