13. Tito Santana
Yes, I realise that Tito eventually had a Hasbro figure released in 1992, but that was under his tiresome El Matador gimmick, the least successful run of his long WWF career. I want a proper Tito Santana figure, with white trunks and boots, rather than long green tights and unfathomable pink socks. Indeed, prior to Vince McMahon repackaging him as a bull-fighting stereotype Santana was one of the most dependable performers on the roster, highly regarded because of his ability to work a solid match with practically anyone. Evidently the WWFs marketing department didn't feel in-ring prowess translated to being hot property on the toy shelves. Santana was left in the lurch while the likes of Brutus Beefcake and Randy Savage received alternate versions of their dolls in his place, and children everywhere sulked because they had no one on their toy rosters to job for the latest heel they were pushing.
