11. Stevie Richards Has Never Been In A Rumble, But His Blue World Order-Mates Have

During a nine-year tenure with WWE from 1999 to 2008, Stevie Richards served as leader of Right to Censor, won multiple Hardcore championships, played Victoria's submissive lover, and took part in a brief reunion of the Blue World Order in 2005. You can add him to the list with D-Von and Razor as a notable WWE performer that was left out of the Royal Rumble match. He's never wrestled on the Rumble main card, either. Conversely, The Blue Meanie and Nova, despite much shorter tenures with the company, actually made appearances in the Rumble match.
