Traditionally, WWE like to front load the Draft so that earlier picks look huge. That makes sense - why wouldn't those in charge of Raw and SmackDown want to choose the biggest stars available? The problem this year was that hardly anyone moved in the first round.

Raw retained Drew McIntyre, SmackDown kept Roman Reigns, Raw was ready for Asuka, Seth Rollins jumped to SmackDown and Raw chiefs took al four members of The Hurt Business. Yep, only one of the first five picks announced was a brand change.
