"Hey, that's a cool match idea! Let's book it with such regularity that the burned-out audience never want to see these two wrestlers in the ring together ever again."

This is presumably the thought process of the average WWE writer these days, given Raw's constant detours through Rematch City. Countless red brand feuds devolve into nothing more than a seemingly unending stream of singles bouts. None of them mean a damn thing, and 50/50 booking means nobody ever gets over, no matter the combination.

So why do the company do it? Again, it's a formula. Rematches require little-to-no creative thought, and they're an easy option for the writers to call upon when there's nothing else cooking. This makes their jobs a lot more straightforward, but it's hard on viewers who dedicate their time to the flagship show ever week, and are forced to sit through constant retreads of bouts they're already sick of.
