Bait-and-switching them into something you can't deliver on is also a choice.

Eric Bischoff did precisely that heading into Slamboree 1998. The Bisch challenged WWF head Vince McMahon to a fight on the WCW pay-per-view. Predictably, McMahon didn't show up, so Eric declared himself the winner by forfeit as fans realised they'd have been better off smoking the cash they burned to buy the show.

In a tragic bit of back-and-forth, Vince puffed out his chest and offered to fight Bischoff in a parking lot somewhere so long as cameras weren't present. This posturing between rival bosses was counter-productive to their respective products, but it's fair to say WCW came out on the losing end eventually.
