He qualifies for the list after holding said belt for the first 52 days of this ongoing decade, and he hasn't held any belt since in WWE. Still, most wrestling lists that put value into longevity invariably include Undertaker, whose endurance with such a transcendent gimmick speaks volumes. He also 'killed' Hulkamania twice, once as a mortician, and again as a no-nonsense biker, which certainly counts for something.
