The only reason Balor isn't higher up on the list is because of service team. Others have been a part of NXT longer than him, so if WWE takes that into consideration they will probably favor them over him. In terms of talent, Balor is ready now. The man displayed so many skills prior to his WWE run that it was obvious that he would be a shining star. He's been turning heads in NXT because of his great theme song, unique style of using body paint to make himself stand out and an array of offensive moves that are different than others. Balor is in his early 30s and is already a complete wrestler. The Irishman could easily fit in on the main roster, perhaps with a guy like Sheamus, who he is close friends with. They could work well together as allies or perhaps as foes. As good as Balor's entrance is in NXT, it's going to look even better on a bigger stage like on Raw, a PPV or a WrestleMania.
