We’ve seen WWE royalty enlist lackeys in the past, with King Corbin’s Knights of the Lone Wolf being a prominent recent example. King Booker had his court with William Regal and Finlay.

The notion that a WWE King or Queen would have other wrestlers gravitate toward you is a fun idea. Script it however you want: Being royalty means more pay, so you can afford to “hire” other superstars to assist you. Queen Zelina suddenly being able to retain the services of Tamina as an enforcer would be a simple way to get some heat. Or if a debuting NXT superstar was hired for the same role, it would be a nice introduction.

In addition to having someone to do your dirty work, this would allow the King or Queen to compete for the tag titles more easily.
