This would definitely qualify as a dream match because if they've had a match before it's tough to find. Doing some research on them produces no clear results. They both started wrestling around 15 years ago, so they are seasoned vets who took a while to get to WWE partly because they had success elsewhere. While Joe made a name for himself in Ring of Honor and TNA Wrestling, Devitt became an elite talent while working for New Japan. Both guys are skilled enough that they could be successful in WWE as a face or heel. Balor seems to be on the path of a top babyface because of his unique look, ring entrance and mannerisms are perfect for it. If he's ever given a chance to do promos he'd thrive as a heel too. They could do one of those respect feuds. Joe could say that he has watched Balor from afar for a lot of years, but he's never wrestled him. That could lead to a match. Maybe Balor wins a close battle or they do something where Joe's unable to finish him off, so he gets disqualified as a way to get heat and they can build to other matches. There are a lot of ways it could go. What matters is they get the opportunity to wrestle because a lot of fans of both guys would love to see what they can do.
