6. 'Sheriff' Steve Austin

'Stone Cold' Steve Austin is rightfully heralded as one of the very best pro wrestlers of all time, but that doesn’t mean everything he did turned to gold. After his team lost to 'Team Bischoff' at Survivor Series 2003, Austin was supposed to be gone from WWE forever.

Just over a month later, he returned as 'Sheriff' Austin, essentially running Raw as a de facto GM.

It feels bananas to describe Austin as a hindrance, but his 'Sheriff' gimmick was essentially Steve just taking up airtime by driving an ATV around recklessly, doing little of note, and offering next to nothing to the shows he was booked on. He always got a great pop from the live audience, as it’s always nice to be in the presence of one of the all-time greats, but 'Stone Cold' was being shoehorned into angles where he wasn’t needed and not really affecting anything at all.

He did little to stop the devious doings of Evolution, and it was sad to see Austin as an ineffectual on-screen presence for the first and possibly only time in his career.
