Rusev was working as a menacing anti-USA heel. His push was aborted. Rusev was perfect as foil to Roman Reigns during the early post-2016 Draft days. His push was scrapped. Rusev again got himself over as an accidental babyface with his 'Rusev Day' gimmick. It didn't fit WWE's plans, and his push barely got started before it was pulled.

All of this has happened in a three-year span.

It must be incredibly frustrating for a man who has demonstrated his ability to play dangerous heel, comedic bad guy, likeable athlete and everything in between since jumping up to WWE's main roster. No matter how much Rusev does right, he's forever destined to be pushed aside in favour of shiny new toys.

A World Title tilt really should have happened by now for him. He has the skills, fans love his work and his double act with Lana has proven itself to be frequently fruitful when WWE's writers don't undermine it with silly love triangle tripe or intrude on their natural chemistry.
