3. Rob Van Dam

Jim Ross would for years refer to Rob Van Dam as 'the best wrestler never to hold the World Heavyweight Championship'. It was a claim that few would disagree with: despite his immense popularity and decent performances, WWE never seemed serious about pushing Mr. Monday Night. Van Dam had a few shots, here and there, but it was usually obvious the company wasn't going to pull the trigger. Then RVD announced that he was cashing in his Money in the Bank contract at ECW One Night Stand 2006, suddenly the odds seemed more in his favour. Indeed, Van Dam won the WWE Title in a breathless match with John Cena. The Hammerstein Ballroom crowd were decidedly pro-RVD, adding to the moment. Paul Heymnan presented Van Dam with the ECW Title, making him a double champion. He was on top of the world. Then he and Sabu were found to have drugs in their car after they were caught speeding by a police officer after a Raw taping. WWE were forced to suspend Van Dam, meaning that he had to drop both titles after only holding them for a few weeks. Okay, so RVD messed up. He did something he shouldn't have been doing and he paid for it. After that, WWE didn't trust Van Dam, and he was kept far away from the title picture, with Vince McMahon going with Big Show, Bobby Lashley and eventually himself as ECW Champions.
