Vince McMahon sets the rules by which Triple H abides.

Triple H may well recognise the value of unscripted promos, but is powerless to implement them. Triple H might not want to book a two-hour show with 100+ talents, and might recognise the futility of keeping them all happy in his old, dual role as talent liaison and booker.

Triple H did a fantastic job of recruiting stars beyond the WWE norm and getting them over with the WWE audience, and Vince McMahon f*cked virtually "each and every one" of them. HHH developed talent - even if in many cases they didn't require very much in the way of developing - and in a systemic onslaught, Vince undid almost all of the great work Triple H accomplished at his peak as a booker.

Finn Bálor went the sad, 50/50, "bringing prestige back to the Intercontinental Title" route. Superb, rare instinctive heel Sasha Banks languished as a sap babyface, and she was Freddie Blassie in comparison to Bayley. Kevin Owens went through as many character changes as Ed Leslie. Sami Zayn turned heel. Bayley turned heel. The deeply beloved core of NXT turned heel on the main roster because the main roster rendered them so pathetic and impossible to support.

The unhappiness of the WWE roster, the untenable size of it, how few of them are stars - it's all, in the end, the doing of Vince McMahon.
