Can someone explain, is Apollo Crews’ character turning heel, confused, or stupid?

One of the three has to be true, because there’s no other good reason for him to be paired up with Titus O’Neil. For months, Titus has been playing the same character: a low-rent, heel agent who can’t attract or retain clients. So why would Apollo, ostensibly a babyface, enlist with Titus? (See the above three possibilities.)

Since their pairing, Titus has berated a friend of Apollo’s (Kalisto), encouraged him to cheat in matches, and barked so many orders that it’s cost him a match. And then Sunday, O’Neil got up on the apron and provided another distraction, allowing Kalisto to hit Salida del Sol for the win. So again, which of the three reasons explains why Apollo remains with Titus?
