4. Owen Hart
Owen Hart's career was tragically cut short by a mechanical malfunction at Over The Edge 1999, Owen Hart's legacy since his tragic accident has caused many to regard him as a wrestler with one of the most unfulfilled WWE careers in history, having never held the WWF Championship, despite being one of the federation's top talents, year after year. While Owen Hart's destiny may have included the WWF's most prestigious title, his legacy still include one notable world championship. After Jerry Lawler signed with the WWF in 1992, his promotion USWA (United States Wrestling Association) partnered with the WWF with an ongoing talent exchange with the company. This saw many WWF stars work at the promotion, one of which being Owen Hart along with many other acclaimed WWF performers. During his time at USWA, Owen won the USWA Unified World Heavyweight Championship, as part of an ongoing feud between the USWA and WWF locker rooms. Owen's reign was cut short due to a knee injury sustained in the summer of 1993, but he at least gained the title of world champion, which he so rightly deserved.
