9. Cody Rhodes

For most of his career, Cody Rhodes has been a tag team competitor. Having won the twin titles with the likes of Ted DiBiase, Drew McIntyre and Goldust, Rhodes has never really been to break out out on his own. He had a fun run as Intercontinental champion in 2011 and 2012, but was thrown back into the tag team ranks before he could reach his full potential in singles competition. He has shown in feuds with Randy Orton, Booker T and Big Show that he has what it takes to hang with the main event players in WWE. All he needs is an opportunity. Rhodes had a brief match with CM Punk in late 2008, but obviously, that was long before Punk was a solidified star in WWE. There was a period of time in the summer of 2012 when a Punk-Rhodes feud was rumored to happen, but Punk turning heel at July's Raw 1000 event prevented that from happening. A heel Punk vs. face Rhodes feud still could have been must-see and would have elevated the second-generation star to the next level in WWE. It appears Cody is on the verge of parting ways with his brother Goldust and reverting back to his villainous roots. At this point, it's not a matter of if but when they will split. The same can be said regarding the return of Punk to the company and once he does grace the WWE Universe with his presence yet again, hopefully a rivalry with Rhodes is in the cards.
