After the unceremonious end to the shattered Cody Rhodes gimmick, the second-generation star lost all semblance of character development, instead settling into mediocrity as an undefined midcard star.
Sure, he won the WWE Intercontinental Championship on two different occasions and worked matches against industry giants like Big Show and Randy Orton, but fans' apathy towards the character doomed it. It was too one-dimensional, with nothing to keep fans invested after the extraordinary performances they had been exposed to previously.
From an in-ring perspective, Rhodes was better than he had ever been. He had grown and evolved into one of the best young wrestlers on the entire WWE roster, an incredibly smart worker who knew how to get the very best out of every opponent. The complete lack of interest in his persona beyond the mat game, though, means the generic Rhodes persona land as low as it does on this list.
