14. Jeff Hardy
Jeff Hardy is a wrestler people associate more with chasing the world title than actually holding it. Whether it's against The Undertaker on RAW in 2002, or against Randy Orton at the 2008 Royal Rumble, people have more vivid memories of Brother Nero just coming up short of championship gold. Truthfully, though, that's what helped Jeff become the star he still is today. People love a good underdog story, and because Jeff didn't look or move like a prototypical WWE Champion, his quest to win the gold made him a huge fan favorite in an era where guys like Cena and Triple H were leading the pack.
Still, at some point, you gotta give the babyface his moment, and that moment came at Armageddon 2008. In a triple threat with Hunter and champ Edge, Hardy finally got the big win and his first world title. It was an emotional celebration with pyro and fireworks as fans cheered their beloved Charismatic Enigma.
Sadly, this celebration would be short-lived, as Jeff would drop the title six weeks later back to Edge at the 2009 Royal Rumble after pre-Broken Matt Hardy interfered.
While this is technically another forgettable transitional run with the title, the fact that Hardy had built up such momentum before winning the title makes his win significant.
