In a perfect world, the World Champion at the time the brand extension took place could and should be ranked much higher than just 16th.
However, let's look at things this way: from being SmackDown's first draft pick in July to being in the pre-show of the very next WrestleMania.
After being drafted, Dean had a very forgettable match with Dolph Ziggler at SummerSlam before rightfully losing the belt to AJ Styles at Backlash.
He'd then pursue Styles (and eventually James Ellsworth) for a few months, before beating The Miz for the Intercontinental Championship... and then doing nothing with it.
He then defeated Baron Corbin in the pre-show of 'Mania 33 and was drafted to RAW the very next week with the belt, while a new face replaced him over on SmackDown.
