It seems extremely likely that Tyson Fury would have been involved.

There was some talk of him being involved in a match with Brock Lesnar at one point. In fact, according to Alex McCarthy of TalkSport.com the plan was to have Cain Velasquez AND Fury facing Lesnar in a match billed as “WWE vs. Boxing vs. UFC” for the first time ever.” That feels VERY Vince McMahon.

Fury has recently confirmed to TalkSPORT that he was supposed to take part in Wrestlemania 36:

I was supposed to be at WrestleMania 36, but obviously with the coronavirus I couldn’t be there.”

Given Fury's victory over Deontay Wilder and his successful cameo in WWE prior to that, you have to think the idea of him being actively involved in a match were true.
