17. Starrcade 1996 - Roddy Piper

During the nWo's initial reign of terror, Hogan and his cronies had easily emasculated all of WCW's homegrown stars, and Sting was still tending buzzards in the rafters, so "Rowdy" Roddy Piper was imported to battle Hogan at Starrcade 1996. The feud was built on the idea that Hogan feared Piper because he was the only opponent that he was never able to beat. 

Uh, except Warrior, but that's an atrocity for another article.

Of course, it's not like Piper beat Hogan a bunch of times. As a superb heel, Piper excelled at building heat by taking voluntary DQs and count-outs. It's not like he was some superhuman monster that survived the Big Leg or whatever, but Hogan was still terrified he'd never be able to overcome this scrappy middle-aged dude who'd just had a hip replacement. 

The match itself was utterly terrible, with the referee just not noticing blatant rule violations, including the use of a weightlifting belt, and the presence of a 7-foot giant in the ring. Piper eventually won with the sleeper hold. It was Hogan's first clean loss since 1990, and the first time a sleeper actually put a dude to sleep since 1890. 

Hogan announced AFTER the match that it had been non-title because of course he did.
