12. NXT North American Champion: The Velveteen Dream

Though his TakeOver: Brooklyn 4 tights read "CALL ME UP, VINCE!", Velveteen Dream would benefit from a longer developmental stint.

He's far from the finished article at 23 years old, and there's a strong chance main roster writers won't have a clue what to do with his character anyway, leading to the destruction of another white-hot prospect. Most fans want to see him succeed, and sticking with NXT (for now) gives Dream the best chance of doing so.

The former Patrick Clark is a long-term project, and is perfectly capable of carrying the North American division for an indefinite period, refining his improving in-ring skills as he goes.
