Nia Jax's injury woes were chronicled in great detail during the latest season of 'Total Divas', where it was revealed that she knew about her two torn ACLs well before WrestleMania. To her credit, she worked through the pain for at least two months in order to make it to 'Mania before taking time off to undergo surgery on her knees.

To recover from one ACL tears takes months, so Jax's road to recovery was always going to be a long one. It was said on the season finale of 'Total Divas' that she wouldn't be back in the ring until January 2020 at the earliest, but a Royal Rumble return may still be a ways off.

Assuming she's good to go before WrestleMania, it'd be poor timing for her to be brought back in February or March unless there are plans for her to feud with Becky Lynch (which would be logical given their history). Rather, WWE would be wise to hold off on reintroducing Jax until after the event and setting her up to challenge for either the Raw or SmackDown Women's Championships.

It's worth noting that Jax shared a video of herself running the ropes at the Performance Center just last month, so perhaps a return at the same event she made history a year ago is in the cards after all.
